رتبه بندی معیارهای ارزیابی عملکرد تجاری در سطح کشور با استفاده از روش های تصمیم گیری چندمتغیره

چکیده

ارزیابی عملکرد تجاری کشورها، از موضوعات مهم در حوزه تجارت بین‌الملل به شمار می‌رود. در این زمینه، با توجه به ماهیت پیچیده و چندبعدی عملکرد، استفاده از معیارهای مناسب برای ارزیابی آن ضرورت دارد. با این حال، مرور ادبیات نشان می‌دهد تعیین معیارهای مناسب در این حوزه، تاکنون کمتر مورد توجه قرار گرفته است. بنابراین، هدف اصلی این پژوهش، معرفی مجموعه‌ای قابل اتکا از معیارهای مناسب برای ارزیابی عملکرد تجاری در سطح کشور است که ضمن توجه به ابعاد مختلف عملکرد، اولویت‌بندی و روابط علی موجود بین معیارها را نیز در نظر گرفته و به‌عنوان مجموعه‌ای استاندارد در تحقیقات آتی قابل استفاده باشد. به این منظور، ابتدا از طریق مرور سیستماتیک ادبیات، تحقیقات پیشین بررسی و معیارهای مورد استفاده آنها استخراج و دسته‌بندی شده است. سپس با استفاده از روش دلفی فازی و بهره‌گیری از نظرات خبرگان، معیارهای مناسب در هر دسته شناسایی شده است. در ادامه، با به‌کارگیری روش‌ دیمتل روابط علی بین دسته‌ها و معیارها بررسی و از روش بهترین-بدترین برای اولویت‌بندی آنها استفاده شده است. در نهایت، با تلفیق نتایج دیمتل و بهترین-بدترین، رتبه‌بندی نهایی معیارها به دست آمده است. طبق نتایج این تحقیق، تعداد پانزده شاخص در سه بعد دسته‌بندی شدند که ابعاد صادرات، واردات و عمومی به ترتیب بیشترین اهمیت را به خود اختصاص داده‌اند. همچنین، معیارهای "ارزش صادرات"، "تعداد/نوع مشتریان در بازار صادراتی" و "ارزش واردات" به ترتیب به‌عنوان مهمترین شاخص‌ها برای ارزیابی عملکرد تجاری کشورها شناخته شده‌اند.

چکیده [English]

Measuring the trade performance of countries is one of the important topics in the field of international trade. Regarding the complex and multi-dimensional nature of trade performance, it is necessary to use appropriate criteria for its measurement. However, the literature review indicates that, this topic has received less attention. Previous research, ignoring various dimensions of trade performance, have mainly used one or more limited criteria for its measurement. In addition, there is not enough consistency among different studies in terms of criteria used for trade performance measurement. Also, causal relationships between the criteria and their priority and weights are ignored in previous studies. These issues have made it difficult to achieve a precise, comprehensive measurement of trade performance and also to compare the results of different studies. Thus, the present study, using experts’ opinions and MADM methods, has introduced a reliable framework of appropriate criteria for trade performance measurement, which also considers the causal relationships between the criteria and their priority. Based on the results, fifteen suitable criteria for trade performance measurement are recognized and categorized in three dimensions, namely, general criteria for trade, export-related criteria and import-related criteria. In addition, the most important criteria are introduced as “export value”, “number/type of customers in export market” and “import value”, respectively.
