بررسی اثر سیاست‌های صنعتی سبز بر پایداری بخش صنعت

چکیده
در ادبیات نوین اقتصاد و توسعه پایدار، جهت‌دهی مسیر نوآوری‌ها به سمت گذار به اقتصاد سبز به‌عنوان یکی از الزامات اساسی مورد توجه قرار گرفته است. تشدید چالش‌های زیست‌محیطی در دهه‌های اخیر، نقش دولت‌ها در فرآیند تحول ساختاری را برجسته کرده و موجب شکل‌گیری نسل جدیدی از سیاست‌های صنعتی شده است که هدف آن‌ها صرفاً حمایت از تولید نیست، بلکه ایجاد تحول فناورانه، افزایش بهره‌وری و هدایت اقتصاد به سوی مسیرهای توسعه پایدار است. آسم‌اوغلو و همکاران (2019) نشان می‌دهند که در نبود مداخلات سیاستی، اقتصادها به دلیل وابستگی به مسیر گذشته ممکن است در فناوری‌های آلاینده قفل شوند. همچنین آگیون و همکاران (2019) تأکید می‌کنند که سیاست‌های صنعتی از طریق تحریک نوآوری سبز می‌توانند رشد اقتصادی و حفاظت از محیط‌زیست را به‌صورت همزمان تقویت کنند. بر این اساس، هدف این پژوهش بررسی تجربی اثر سیاست‌های نوین صنعتی سبز بر توسعه پایدار بخش صنعت در کشورهای توسعه‌یافته و در حال توسعه است. برای این منظور، با استفاده از داده‌های پانلی سالانه دوره 2000 تا 2024 برای 32 کشور توسعه‌یافته و 30 کشور در حال توسعه، از جمله ایران، و اطلاعات پایگاه داده بانک جهانی (WDI)، مدل پنل آستانه‌ای پویا مبتنی بر چارچوب هانسن (1999) و توسعه‌های بعدی آن برآورد شده است. مانایی متغیرها با آزمون ایم، پسران و شین (IPS) و وجود رابطه بلندمدت با آزمون هم‌انباشتگی پانلی پدرونی بررسی شده است. همچنین آزمون‌های تشخیص تعداد رژیم‌ها، تعیین متغیر و مقدار بهینه آستانه و آزمون‌های تشخیصی مدل انجام شده است. در این پژوهش، انتشار دی‌اکسیدکربن ناشی از فعالیت‌های صنعتی به‌عنوان شاخص توسعه پایدار صنعتی در نظر گرفته شده و اثر مصرف انرژی تجدیدپذیر، حمایت از ثبت اختراع، هزینه‌های تحقیق و توسعه و صادرات محصولات های‌تک بر آن بررسی شده است. نتایج نشان می‌دهد مصرف انرژی تجدیدپذیر دارای اثر غیرخطی بر پایداری صنعتی است؛ به‌گونه‌ای که مقدار آستانه آن در کشورهای در حال توسعه 11.2 درصد و در کشورهای توسعه‌یافته 6 درصد برآورد شده است. همچنین مصرف انرژی تجدیدپذیر، صادرات محصولات های‌تک، هزینه‌های تحقیق و توسعه و ثبت اختراع اثر کاهنده بر انتشار دی‌اکسیدکربن صنعتی داشته‌اند، در حالی که شدت انتشار کربن و شدت مصرف انرژی اثر افزایشی بر انتشار آلایندگی داشته‌اند. ضریب تصحیح خطا نیز نشان‌دهنده تعدیل مناسب به سمت تعادل بلندمدت است.

Recent literature on economics and sustainable development increasingly emphasizes the importance of directing innovation pathways toward the transition to a green economy. The intensification of environmental challenges in recent decades has highlighted the role of governments in structural transformation and has led to the emergence of a new generation of industrial policies. These policies aim not only to support production but also to promote technological transformation, enhance productivity, and guide economies toward sustainable development pathways. Acemoglu et al. (2019) argue that, in the absence of policy interventions, economies may become locked into polluting technologies due to path dependence. Similarly, Aghion et al. (2019) demonstrate that industrial policies can simultaneously promote economic growth and environmental protection through the stimulation of green innovation. Therefore, this study empirically investigates whether green industrial policies can create synergies between economic objectives and environmental sustainability. Using annual panel data from 2000 to 2024 for 32 developed and 30 developing countries, including Iran, obtained from the World Bank database (WDI), this study estimates a dynamic threshold panel model based on Hansen’s (1999) framework and its subsequent extensions. The stationarity of variables is examined using the Im, Pesaran, and Shin (IPS) unit root test, while the existence of long-run relationships is assessed through the Pedroni panel cointegration test. Threshold determination, regime number tests, optimal threshold estimation, and diagnostic tests are also conducted. In the model, industrial CO₂ emissions are considered an indicator of sustainable industrial development, and the effects of renewable energy consumption, patent protection, research and development (R&D) expenditures, and high-tech exports are evaluated. The findings indicate that renewable energy consumption has a nonlinear effect on industrial sustainability, with threshold values estimated at 11.2% for developing countries and 6% for developed countries. Moreover, renewable energy consumption, high-tech exports, R&D expenditures, and patents have negative effects on industrial CO₂ emissions, while carbon emission intensity and energy consumption intensity positively affect pollution growth. The estimated error correction coefficient confirms an appropriate adjustment mechanism toward long-run equilibrium.
