ارائه مدل سیاست‌گذاری تجاری جهت ارتقاء فناوری‌های نوین در کسب‌وکارهای کوچک و متوسط در ایران

چکیده
هدف تحقیق حاضر، ارائه مدل سیاست‌گذاری تجاری جهت ارتقای فناوری‌های نوین است. جهت تحلیل داده‌ها از نظریه داده بنیاد و روش کیفی استفاده‌ شده است. با 11 نفر از مدیران و خبرگان این حوزه و به روش گلوله برفی مصاحبه عمیق نیم‌ساختاریافته انجام شد. در ادامه، فرآیند کدگذاری باز منتج به 137 کد و کدگذاری انتخابی منتج به 113 کد در قالب شش مقوله اصلی گردید، که عبارتند از: شرایط علی (چالش‌های: سیاست‌های تعرفه‌ای و تجاری، سیاست‌های سرمایه‌گذاری مستقیم خارجی، سیاست‌های ارزیابی توسعه بازارهای بین‌المللی، سیاست‌های تسهیلات مالی و اعتباری، سیاست‌های زیرساخت‌های فناوری)، پدیده محوری (موانع: ارزی، مالی، پولی، تأمین بازار داخلی)، عوامل زمینه‌ای (تحلیل محیطی و شناخت بازار، مدیریت منابع و اختصاص بودجه، همکاری‌ها و شبکه‌سازی، تجزیه‌وتحلیل رقابتی)، عوامل مداخله‌گر (تحریم اقتصادی)، راهبردها (تسهیل دسترسی به منابع مالی، تسهیل دسترسی به سرمایه‌گذاری خارجی، توسعه بازارهای خارجی، تسهیل دسترسی به زیرساخت‌های فناوری) و پیامدها (گسترش حضور در بازارهای بین‌المللی، تقویت همکاری‌های بین‌المللی، توسعه زیرساخت‌های فناوری اطلاعات و ارتباطات، رشد اقتصادی و افزایش تولید ناخالص داخلی، بهبود کیفیت محصولات و خدمات، ارتقای سطح دانش و مهارت‌های نیروی کار). نتایج نشان داد تحقیق حاضر می‌تواند به‌عنوان ابزاری مؤثر جهت توسعه کسب‌وکارها، به افزایش توانایی‌های رقابتی آن‌ها در مسیر رشد پایدار اقتصادی و اجتماعی کشورها کمک شایانی بنماید.

چکیده English

The aim of the present research is to provide a model for commercial policy to enhance new technologies. For data analysis, grounded theory and qualitative methods were employed. Semi-structured in-depth interviews were conducted with eleven managers and experts in this field using a snowball sampling method. Subsequently, the open coding process resulted in a total of 137 codes, and selective coding led to a refined set of 113 codes categorized into six main themes: Causal Conditions (Challenges): tariff and trade policies, foreign direct investment policies, evaluation of international market development policies, financial and credit facility policies, and technology infrastructure policies. Core Phenomenon (Barriers): currency, financial, monetary issues, and internal market supply. Contextual Factors: environmental analysis and market understanding, resource management and budget allocation, collaboration and networking, and competitive analysis. Intervening Factors: economic sanctions. Strategies: facilitating access to financial resources, facilitating access to foreign investment, developing foreign markets, and facilitating access to technology infrastructure. Outcomes: expanding presence in international markets, strengthening international collaborations, developing information and communication technology infrastructures, fostering economic growth and increasing gross domestic product, improving product and service quality, and enhancing the knowledge and skills of the workforce. The results indicate that the present research can serve as an effective tool for the development of businesses, enhancing their competitive capabilities, and contributing significantly to the sustainable economic and social growth of countries.
