تجزیه و تحلیل آثار سیاست اعتباری بر سرمایهگذاری زیربخشهای اقتصاد ایران

چکیده

هدف این مقاله ارزیابی تاثیر سیاست‌های اعتباری بر سرمایه‌گذاری زیربخش‌های اصلی اقتصاد ایران است. به این منظور از روش رگرسیون به‌ظاهر نامرتبط (SUR) برای برآورد تابع سرمایه‌گذاری سه بخش کشاورزی، صنعت و معدن و خدمات در سال‌های 91-1352 استفاده شده و براساس یافته‌های به‌دست‌آمده، «میزان دسترسی به تسهیلات بانکی» برای بخش‌های تولیدی نظیر کشاورزی و به‌ویژه صنعت و معدن اهمیت بسیاری در تحریک سرمایه‌گذاری داشته و در مقابل، نرخ سود تسهیلات تأثیری بر میزان سرمایه‌گذاری در بخش‌های اقتصادی ندارد. از این‌رو، برخی پیشنهادها همچون تقویت بانک‌های توسعه‌ای (مانند بانک صنعت و معدن) از طریق افزایش سرمایه این بانک‌ها، توسعه مالی برای تسهیل جریان تأمین مالی به بخش‌های تولیدی، کنترل تورم برای کاهش اثرات مخرب آن بر عرضه و تقاضای تسهیلات و جلوگیری از اثرات جانشینی بین تخصیص منابع بخش دولتی و خصوصی عنوان شده است.

چکیده [English]

Aim of this paper is to analyze economic effects of credit policies on major economic sectors in Iran’s Economy. We have run an econometric system of equations using seemingly unrelated regression method for annual data in 1973-2012 period. Our results show that in agriculture and specially manufacturing sectors, rather than loan interest rates, “availability of loans” have crucial importance in Encouraging investment decisions. Also we found that availability of capital goods imports as a channel of foreign technology transmission to home country has an important role in investment decisions, especially for Iranian manufacturing sector. Finally using descriptive statistical analysis we found that to encouraging investment decisions increasing “availability of loans” is more effective than administrative control of interest rates.
