اثرات فسادمالی بر صادرات منطقه ای (مطالعه موردی: کشورهای عضو اکو)

چکیده

در سالهای اخیر بحث نقش و مکانیسم اثرگذاری فساد مالی در ممانعت از رشد تجاری بین کشورها و به تبع آن کاهش رشد اقتصادی آنها مورد مطالعه قرار گرفته است. بنا به اهمیت موضوع در مقاله حاضر سعی گردید به این سئوال پاسخ داده شود که «فساد مالی در بین کشورهای عضو اکو چه تاثیری بر حجم و جهت‌دهی صادرات دوجانبه آنها خواهد داشت». بدین منظور پس از مروری بر مطالعات نظری و تجربی، الگوی تجارت فرامرزی و منطقه‌ای بین کشوری در قالب مدل جاذبه تعمیم‌یافته مبتنی بر متغیرهای صادرات دوجانبه و فسادمالی معرفی و مدل جاذبه برای 10 کشور عضو سازمان همکاری‌های اقتصادی اکو طی دوره زمانی 2014- 2000 برآورد گردید.
طبق نتایج برآورد مدل جاذبه، اندازه بازاری کشورهای عضو اکو بر حجم صادرات متقابل افزوده و بالعکس افزایش فاصله بین کشورهای عضو، اثر منفی بر ارزش تجارت دوجانبه کشورهای عضو داشته است. درضمن در راستای پاسخ به سئوال تحقیق نتایج نشان می‌دهد نقش و تاثیرگذاری فساد مالی بر تجارت منطقه‌ای بین کشورهای عضو اکو یکسان نیست و مبهم است، بطوریکه افزایش میزان فسادمالی کشورهای واردکننده عضو اکو به نفع توسعه صادرات کشورهای ترکیه، آذربایجان، تاجیکستان و افغانستان و به زیان کشورهای قزاقستان، ترکمنستان و قرقیزستان بوده است. همچنین افزایش فساد مالی در کشورهای واردکننده عضو اکو بر صادرات کشورهای ایران، پاکستان و ازبکستان تاثیر معنی‌دار نداشته و ضریب برآوردی در سطح معنی‌داری پایین است.

The Role of Corruption in Regional Export (Case Study: ECO Countries)

In the recent years, corruption has been introduced as an obstacle and deterrent factor against increasing trade and has slowed the economic growth. The present article is organized for answering to this key question “Do corruption affect the bilateral export between ECO members?” Therefor, after an historical reviewing on theoretical and experimental literature, the paper develops a theoretical model of corruption in regional trade and derives a gravity equation that relates bilateral exports to the degree of control of corruption in the importing countries as well as other factors that determine trade flows between countries. A panel data set of exports of ECO countries during 2000-2014 to the other trade partner countries together with a corruption index is utilized to estimate the gravity model.
According to the results, ECO countries membership in world trade organization and increase in market size has a direct and significant relationship on the ECO countries' exports, whereas bilateral distance has a statistically significant and negative impact on value of mutual exports. Also the results indicate that an increase in the control of corruption index of the importing countries has ambiguoius effect on ECO countries' exports and the cofficient signs on the control of corruption variable is different for the countries membership, as an increase in corruption of the importing ECO countries has a positive impact on rising exports of Turkey, Azerbaijan, Tajikistan and Afghanistan, whereas it decrease exports for Kazakshtan, Turkmenistan and Kyrgyzstan. Also increaing in corruption of the importing countries has not had a statistically significant for exports in Iran, Pakistan and Uzbekistan.
