تأثیر تغییر در فضای تولید در اقتصاد ایران بر مالیات مشاغل

چکیده

هدف اصلی مقالة حاضر، مطالعة چگونگی تغییرات ساختاری در فعالیت‌های اقتصادی ایران و اثرات آن بر متغیر مهم مالیات بر مشاغل است. در ادبیات اقتصاد توسعه، راه‌های مختلفی برای سنجش تغییرات ساختاری ارائه شده که در این مطالعه از بین آنها روش «سنجش تغییر در فضای تولید بر اساس شاخص‌های تجارت بین الملل» انتخاب شده است. بکارگیری این روش نشان می‌دهد که فضای تولید در اقتصاد ایران عمدتاً در اختیار کالاهای حاصل از پتروشیمی، شیمیایی و کالاهای بخش اولیة اقتصاد(کشاورزی و خام) بوده و مشابهت (نزدیکی) فناورانة روشنی هم بین کالاهای صادراتی مشاهده نمی‌شود. علاوه بر آن، بر اساس نتایج مدل مرزی تصادفی، مشاغل وابسته به فعالیت‌های مذکور که حجم قابل توجهی از فضای تولید را اشغال کرده‌اند در پرداخت مالیات بر درآمد مشاغل عملکرد ضعیفی داشته‌اند. برعکس، فعالیت‌هایی که چگالی کمتری در فضای تولید به خود اختصاص داده‌اند پرداخت مالیاتی مناسب‌تری نسبت به گروه مذکور داشته‌اند.

Assessment of structural change circumstance of Iran's economic activities and its effects on business income tax is the major aim of present study. In literature of economic development, several methods have been proposed to measure structural changes, that among them "measuring change in production space based on international trade indices" method has been applied in this paper. Using mentioned method presents that the Iranian economy's production space occupied mainly by petroleum, chemical and primary sector (agricultural and raw material) goods and any technological similarity (proximity) among exporting goods has not been seen. In addition, based on stochastic frontier model results, professions dependent into mentioned sectors had pour performance in tax payment. In contrast, activities containing small density in production space had appropriate performance in tax payment.
