یک مدل استوار چند دوره ای برای توزیع منصفانه نیروی امدادی پس از وقوع بلایای طبیعی

چکیده

پس از وقوع بلایای طبیعی، با توجه به محدودیت منابع، کوتاه بودن زمان موثر برای نجات و نیز بزرگی تقاضا در مقابل منابع موجود، مدیریت اثربخش عملیات امداد نقش به سزایی در افزایش تعداد نجات یافتگان دارد. با توجه به اهمیت موضوع مذکور، هدف این پژوهش بهینه‌سازی تخصیص موثر نیروهای امدادی به مناطق آسیب‌دیده پس از وقوع بلایای طبیعی است. به این منظور، یک مدل برنامه‌ریزی مختلط عدد صحیح چند دوره‌ای توسعه داده شده است. مدل پیشنهادی از نسبت پوشش موثر تقاضا به‌عنوان شاخص رضایت مناطق از تخصیص منصفانه منابع استفاده کرده و به بیشینه‌سازی کمترین میزان رضایت در میان همه مناطق می‌پردازد. با توجه به افت شانس نجات افراد حادثه دیده با گذر زمان، اثربخشی عملیات در دوره‌های زمانی تخصیص دیده شده است. همچنین جهت لحاظ نمودن هماهنگ‌سازی و استفاده موثر از منابع، امکان انتقال نیروها بین مناطق مختلف و نیز ترخیص نیروها در نظر گرفته شده است. تحقیق پیش رو از رویکرد بهینه‌سازی استوار بازه‌ای برای پرداختن به عدم قطعیت تقاضا و زمان سفر میان مناطق مختلف بهره گرفته است. مدل توسعه داده شده با الهام از نتایج سناریوی شناور زلزله در منطقه شش تهران اجرا و مورد تحلیل قرار گرفته است. نتایج تحلیل انجامی با شناسایی آسیب‌پذیرترین نواحی مشخص می‌کند که تربیت و آموزش پیشرفته هرچه بیشتر نیروهای محلی در این نواحی و یا مناطق همسایه که می‌توانند در کمترین زمان به محل تقاضا اعزام شوند، می‌تواند در موفقیت عملیات کل منطقه نقش قابل توجهی ایفا کند. مدل پیشنهادی نه تنها برای برنامه‌ریزی در فاز پاسخ، بلکه می‌تواند در فاز پیشگیری و آمادگی بلایای طبیعی، به مدیران برای شبیه‌سازی اثربخشی سناریو‌های مختلف ظرفیت نیروهای امدادگر و همچنین در صورت نیاز، اولویت‌بندی مناطق مختلف برای اجرای پروژه‌های کاهش آسیب‌پذیری یاری رساند.

Effective planning and execution of rescue operations play a vital role in the survival rate of impacted people in natural disasters. Given the scarcity of resources vs. the rescue demand magnitude and the time pressure in the operations, this becomes even more crucial in saving more lives. This paper presents a mixed integer multi-period optimization model for rescue teams’ allocation in the disaster-affected districts. The presented model maximizes the minimum effective coverage of demand over the impacted districts as the fairness satisfaction. Due to the sensitivity of operations to the time loss, the allocation decision in each period is characterized by an effectiveness measure. To count for the coordination of teams in the response operations, transshipment of resources between affected districts and the possibility of releasing them from rescue operations to other missions are considered. To count for the uncertain disaster environment, an interval-data robust optimization is adopted. Being inspired by the results of earthquake floating scenario in Tehran region 6, the mathematical model is run and analyzed. The results analysis highlights the importance of training local teams and planning for neighbor regions’ resource back-up to provide timely availability of rescue teams. The developed model is also capable of providing the disaster managers in earlier stages of disaster management cycle with practical managerial insights for assessing and prioritizing their options for resource capacity building and structures’ resistance to the earthquake.
